Латин Америк ба Карибын тэнгисийн орнуудын хамтын нийгэмлэг (CELAC) болон Европын Холбооны (ЕХ) орнууд аливаа улсын эсрэг хүч хэрэглэнэ гэж сүрдүүлэхийн эсрэг байр суурьтай байгаагаа илэрхийлж, Карибын тэнгисийн нөхцөл байдлыг хэлэлцсэн тухай Санта-Марта хотод өндөрлөсөн CELAC-ЕХ-ны дээд хэмжээний уулзалтын дараа гаргасан мэдэгдэлд дурджээ.

“Бид хүч хэрэглэнэ гэсэн аливаа сүрдүүлэг, мөн олон улсын хууль тогтоомж, НҮБ-ын Дүрэмд харш үйлдлийг эрс эсэргүүцэж байгаагаа дахин нотолж байна” гэж мэдэгдэлд онцолсон байна.

Дээд хэмжээний уулзалтад оролцогчид мөн “улс орнуудын бүрэн эрхт байдал, нутаг дэвсгэрийн бүрэн бүтэн байдлыг хүндэтгэх”-тэй холбоотой НҮБ-ын Дүрмийн зарчмуудыг чанд мөрдөх шаардлагатайг онцлон тэмдэглэжээ.

Мөн Карибын тэнгисийн бүс нутгийн нөхцөл байдлыг тусгайлан дурдсан бөгөөд АНУ-ын Тэнгисийн цэргийн хүчин тус бүсэд найман хөлөг онгоц, цөмийн хөдөлгүүрт нэг шумбагч онгоц, 10 мянган цэргээ байрлуулж, Венесуэлээс мансууруулах бодис тээвэрлэсэн хэмээн хүмүүсийг нотолгоогүйгээр буруутгаж, тэдний зорчиж байсан усан онгоцнуудыг устгаж байгаа талаар онцолсон байна. “Бид Карибын тэнгисийн бүс нутгийн аюулгүй байдал, тогтвортой байдлын ач холбогдлыг хэлэлцлээ. Зохион байгуулалттай хил дамнасан гэмт хэрэг болон мансууруулах бодисын хууль бус эргэлттэй тэмцэх зэрэг асуудалд олон улсын хамтын ажиллагаа, харилцан бие биеэ хүндэтгэх, мөн олон улсын хууль тогтоомжийг бүрэн дагаж мөрдөх нь чухал гэдгийг онцоллоо” гэж баримт бичигт дурджээ.

Дээрх заалтад Аргентин, Коста-Рика, Сальвадор, Панам, Парагвай, Тринидад ба Тобаго, Эквадор зэрэг орнуудын удирдагчид гарын үсэг зурахаас татгалзсан байна.
